About Billy Boozer
I build technology that scales, clarifies complexity, and moves businesses forward. My work sits at the intersection of product, engineering, AI, and modernization—helping organizations transform how they operate without adding unnecessary layers of abstraction.
Today, I'm the Chief Technology Officer at Dualboot Partners, where I lead the firm's technical direction and the development of our AI and modernization frameworks. My focus is simple: give companies a structured, practical way to adopt AI, modernize legacy systems, and ship durable products with speed and confidence.
At Dualboot, that has taken shape through the development of our AI and modernization toolkits, including DB90 and 3PO. These frameworks provide organizations with a structured, measurable way to transform their platforms—surfacing architecture, understanding system behavior, reducing technical friction, and aligning teams around high-velocity delivery. They were built from real-world experience, not theory, and are now used to accelerate everything from platform rewrites to enterprise-scale AI initiatives.
Before Dualboot, I spent years inside the payments ecosystem as Chief Technology Officer at Secure Bancard, where I oversaw the modernization of a full payment processing and settlement platform, scaling the systems to process ~$3 billion annually. This included architecting multi-bin environments, redesigning transaction ingestion pipelines, building risk and underwriting workflows, and operating infrastructure across sponsor bank integrations, TSYS, NCR, & Repay payment rails, merchant underwriting & boarding, Interchange, Dues, Assessments, and Fees.
Prior to that, I served as Chief Product Officer at Truth Social, where I led product, engineering, data, and AI/ML moderation at a moment when the platform had to scale quickly and reliably under global visibility. My work ranged from defining the product direction to architecting the core posting, feed, and media systems; building the trust and safety tooling; and overseeing a complex, real-time moderation pipeline powered by a blend of automated classifiers and human review. I hired and structured a cross-functional team that grew from zero to 40 technical resources, established the operating rhythms for the organization, and helped deliver one of the largest and most anticipated social app launches in App Store history. The platform's infrastructure had to withstand extraordinary traffic spikes, media demand, and political scrutiny—and those constraints shaped how we designed for resilience, observability, and rapid iteration from the beginning.
That experience—high-volume financial systems, real compliance constraints, and infrastructure that must work every single day—continues to influence everything I build. It shaped my belief that technology leaders earn their value by delivering outcomes, not abstractions. Real systems. Real performance. Real reliability.
Across startups, enterprise organizations, and high-growth teams, I've built products and platforms in payments and financial infrastructure, AI and agentic modernization, large-scale social and consumer systems, communications and messaging platforms, construction project management, crypto and tokenized ecosystems, developer tooling and APIs, and enterprise-grade modernization and platform rewrites.
The throughline is simple: I build technology with weight—systems that matter, teams that execute, and products that hold up under real-world conditions.
If you want to talk about AI strategy, enterprise modernization, payment systems, platform architecture, or building products that ship at scale—I'm always open to the conversation.
